The ambulance service, to be rendered in the Western and Southern provinces initially, will launch 88 ambulances employing over 600 Sri Lankans. The Sri Lankans will be employees of the local subsidiary of GVK Emergency Management and Research Institute, the world's largest integrated ambulance service provider.

The service is funded entirely by an Indian government grant with a Rs. 1 billion grant and is to be offered free for a year, after which the Lankan government can review the arrangement.

"GVK-EMRI will help us set up the operation, protocols and the technology for a period of one year. The government will decide at the end of that period on how to proceed," Dr. de Silva said.

The grant was a gift by Indian Prime Minister Narendra Modi to mark his visit to Sri Lanka last year. On a request from Prime Minister Ranil Wickremesinghe, the Indian Prime Minister Narendra Modi during his visit to Sri Lanka in March agreed to provide an Emergency Ambulance Health Protection Service to Sri Lanka.

The project is being implemented through grant assistance of Government of India of around US$ 7.55 million. Project elements include an emergency response center, deployment of 88 ambulances in the Southern and Western Provinces and recruitment and training of nearly 600 Sri Lankan personnel to implement the project. Only 4-6 staff members are to be deployed from India to provide management and technical expertise guidance. Government of Sri Lanka has selected M/s GVK EMRI as the implementing agency. A 'not for profit company', called GVK EMRI Lanka (Pvt.) Ltd., has been created for rolling out the services in the Western and Southern Provinces of Sri Lanka. All assets, including ambulances, will belong to Ministry Health, Nutrition and Indigenous Medicine of Sri Lanka. The emergency ambulance services would be provided free of cost to the beneficiary.

ඉන්දියා රජයේ තෑග්ගක් ලෙස ශ්‍රි ලංකාවට ලැබුණු ගිලන් රථ සේවය කොළඹ ගාලු මුවදොර පිටියේ දී රනිල් වික්‍රමසිංහ අගමැති හා ශ්‍රි ලංකාවේ ඉන්දීය මහ කොමසාරිස් වයි.කේ. සිංහ ප්‍රධානත්වයෙන් අද (28) ඇරඹුහ.
ඉන්දියා රජය මෙම ගිලන් සේවය සඳහා ඇමරිකා ඩොලර් මිලියන 7.6 රුපියල් කෝටි 113 ක් යළි නොගෙවන ප්‍රදානයක් ලංකාවට ලබා දෙයි. මෙම සේවය සඳහා වෛද්‍ය කාර්මික ශිල්පීහු 250 ක් ඉන්දියාවේ පුහුණුව ලබති.
ශ්‍රි ලාංකිකයන් 550 කට අධික පිරිසකට රැකියා ද ලැබෙතියි කියති. මෙම ගිලන් රථ සේවය දකුණු හා බස්නාහිර පළාත් හි ක්‍රියාත්මක වන බවත් 1990 හදිසි ඇමතුම් අංකය ඇමතීමෙන් නොමිලේ සේවය ලබා ගත හැකි බවත් රජය කියයි.
රාජිත සේනාරත්න, රුවන් විජයවර්ධන, වජිර අබේවර්ධන,ගයන්ත කරුණාතිලක, හර්ෂ ද සිල්වා යන මහත්වරු ද මෙම සේවය මෙරටට ලබා ගැනීමට සම්බන්ධිකාරක ලෙස කටයුතු කළේය.
