PS: Could be that the water is less. I also remember my grandmother cooking fish on banana leaves at the bottom. It's more for flavour than for stickiness. But you could give a try.

Do a layer of onion, garlic and your curry leaves at the bottom - add a bit of salt too.. Place the fish on top and cook using low flame.But we don't have banana trees in colombo
PS: Also you can use a piece of baking paper underneath if you have. It doesn't burn and non stick.
