These things should call LARVA or MAGGOTS, not worms.
Yes, MAGGOTS will turn in to 'PUPA' stage, and then in to a FLY.

Dear, don't dump the garbage without a bag. use a garbage bag and tie it tightly. the worms come from the flies, flies will lay eggs on open garbage.
