New Act states that provisions of this Act will prevail notwithstanding any other law(so simply it means what is in the Act will be law in case of conflict). So the overriding effect is only confined to KDA not to any other university. If you all understand this basic fact , that is enough. This does not mean that this Act will nullify any provision in University Act, as regard to all other unis, which is what some are going to show. This kind of 'notwithstanding' provisions are found in many Acts eg Rent Act, . So KDA which is already a 'University' in Sri Lanka(though they did not use that word 'University' so far) functioned totally different manner due to its purpose and structure and discipline. We uni students in all other universities enjoyed maximum freedom while KDA did not, though they were also a 'University' under our law. The students were all paid! while being trained at KDU and all were taken in as commission officers at a higher rank . So with or without this new Act, students in KDA had restrictions as to freedom that all other University Students enjoyed. So are the students in KDA against this new Act? Are they protesting? No. They are paid by taxpayers money for their course of study and also salary. So they are under a code of conduct. No one asked them to join KDA it was their free will, if they do not want restrictions they could have joined any other uni in sri lanka , but they will not be paid during education though tuition fee in all sri lankan unis are free for first degree.
Do you know before KDU was established there were Military 'students' in our unis follwing various courses, while being in uni. Still there are some police officers as it is a department and not part of three forces. Their freedom were restricted due to employment. So did all KDA students as they are all employed. So the need of special laws different from civilian uni.
