I think that's because students don't have readily available money or sponsors to use as funding (Eg: for buying pcr machines and what not) . Universities give money to research, but that needs to be properly requested. And thing with research is it takes time to come to a conclusion and hell lot of a time to publish. So in a year or 2 you'll see some publications from sri Lankan universities.

of course, they need at least 2 or 3 years for copy and paste publications
