Sinopec's service station operations and the oil refinery project in Sri Lanka are two separate agreements:

Retail Fuel Operations (Service Stations):

In August 2023, Sinopec launched its fuel retail business in Sri Lanka.
The agreement includes a 20-year license to operate 150 existing filling stations and invest in 50 new ones 1.
This deal focuses on improving fuel availability, service quality, and infrastructure at the consumer level.

Oil Refinery Project:

In January 2025, Sinopec signed a separate agreement with the Sri Lankan government to build a $3.7 billion oil refinery near Hambantota International Port 2.
This refinery is expected to have a capacity of 200,000 barrels per day and is aimed at both domestic supply and export
