You are only prohibited from checking-in
spare Lithium-ion batteries and power banks. Other products with batteries are
not prohibited in the checked luggage. There is always an argument for personal use / commercial use, but that's a whole different story .

AFAIK the airlines does not necessarily follow the FAA advisory to the letter. They follow their rules. I was asked last month in Europe whether I had any "Electronics" and "powerbanks" in the checked in baggage last month. In CDG, LHR, LGW, ZAG, & KEF.
The worst was in China about six months after MH370. I had about six internal flights. The Chinese guys unpacked bags when x-rays found powerbanks inside. Airports were in utter chaos, flights delayed. If the passenger could not be located then the bags are kept aside.
They didn't give any reasons at all... later I suspected this was because MH 370. (other airlines soon followed)
The Chinese make the batteries and they also know that these could explode ttoo. They took action before anyone else. I don't blame them, It's safety.
