No . It will never. But if you get a gov like Cuba (AKD, Tilvin, Wimal, Vasu) might ban use of USD !! So there will not be any demand for USD in local market or black market. It will only be used for Int Trade only. in such a scenario USD may not have real exchange rate but an artificially controlled value .....
perhaps our CB gov Dr Nandalal , who thought about idiotic method of crowd finance, may also thinking about this option too!! Who said we have too many idiotic ideas and it is hard to find the best!!

Considerable amount of Sri Lankas income is coming from migrant workers. How will they send money to Sri Lanka if USD is banned ? How will freelancers who work online earn their revenue ?

We need to reduce imports and increase exports. To achieve this goal our local manufacturing industry should grow its production.
This is the only logical way to strengthen the Rupee.

All other shortcuts are bound to fail at a certain point.

Not in 5 years. Even if we do better in the next year we would have to hold the $ at fixed higher price until we get our $ reserves back to at least 10B. Then we can let it float with control so it will eventually come down. But if salaries are increased now $ will never ever come down.
