No . Read section 9 ".... on or after effective date" it will come in to operation. I do not know whether this can be be interpreted as date of gazette . If there is no provision as to the 'effective date' it will be date of gazette, but here gazette states that it will come in to operation on 'effective date' indicating that there will be another 'effective date'. so it should have been stated in the same gazette or by subsequent gazette . I do not know how Banks interpret this . If the effective date is date of gazette there is no need to mention about a date and suffice to state immediately or drop the issue of effective date completely?

If you read the rest of the section, it goes on to say that "..and shall also apply to the export of goods and services, made prior to the effective date of these Rules, where the hundred and eightieth (l80th) date from the date of the shipment of such goods or provisioning of services falls on any date after these Rules come into force."

So basically, these rules will also apply to any export of goods and services done 180 days prior to the effective date as well.
