If you read the rest of the section, it goes on to say that "..and shall also apply to the export of goods and services, made prior to the effective date of these Rules, where the hundred and eightieth (l80th) date from the date of the shipment of such goods or provisioning of services falls on any date after these Rules come into force."
So basically, these rules will also apply to any export of goods and services done 180 days prior to the effective date as well.

The heading of gazette is REPATRIATION OF EXPORT PROCEEDS INTO SRI LANKA but see the discrepancy in law? This is how we are misled by TV.
