And soon they knew there will be a public outcry to reallocate the trillions of dollars that were being spent on fighting the soviets to public welfare since there isn't a threat that could justify that much spending on defense.
9/11 provided them with a new threat to make the public scared again so it will justify military spending.
So the US public was told that US with the most advanced military in the world, should be scared of bearded men who live in caves 1000 miles away.
And should spend trillions of dollars fighting people who are still living in mud hut houses.
With the rise of China and Russia, the US doesn't need that excuse anymore so of course, they withdrew from Afghanistan.
By this account, I would say that the US achieved its objective of invading Afghanistan which is to justify spending more than half of all government spending on the military.
