The problem here isn't the money. It's the fact that the guy failed to handle the situation in a professional manner. In this case there is no bargain. They promised for 4500 and later on they have decided to pay 3500. So this is the best way to deal with this type of fcking cheapy guests.

How do we know 4500 was the company established rate to begin with? The reason that the tourists are so skeptical is because the majority try to scam them.

Dude bargains should be done before the tour. Not during the tour or after the tour.
According to this video foreigners have agreed an amount and during the tour they haven't paid the full amount.

Nope, they were told it would be 3500LKR. Regardless the behavior isn't justified.
