No need to be a person. It could be a group of people (with one person handling communication).??
It cannot be the CIA (or any government agency) because no government will keep anything valuable out in the open. Any government will always aquire every possible cent they can (look at the tax system)..
Even the USA still has NO plan or legislation to aquire and hold Bitcoin at the national/federal level (i.e no Bitcoin treasury)...
All these claims about Sathoshi Nakamoto`s wealth is based on the 1.096 million BTC (approximate), mined during Bitcoin's early days. These were never moved (i.e. private keys unknown/destroyed or never used).
** They (person or group) created a brilliant system/network/software and kept it open source (i.e. anyone can create a copy of Bitcoin and name it their own coin)
** The fact that Bitcoin is Open Source is an indication that the creators had no real interest in long-term financial gains (i.e.. make profit from the currency itself)
** They knew that the real value of Bitcoin is in the fact that it is truly decentraliced, open source (no one owns it) and secure.
** Bitcoin would NOT have it`s current value if the creator was known. So there`s a high chance that they intended it to stay that way (i.e. the creator(s) wont be exposed)..
