First it is not the airport but lot of wasteful expenditure that has no return . We do not have excess money to invest like India or China so money comes from loans and they are mostly short term loans above the market rate. Who pays for this , it is not MR or the massive Cabinet , but the poor people that is the issue.
Sri Lanka was planning for a second airport for a long time. It was delayed due to not having enough air traffic for the existing one mainly due to the war. So having a second airport is not a bad idea.
then comes what is the best place. We have planned to have the second airport in Higurakkgoda. The reason is weather. Since Sri Lanka is very small it is hard to find a place that is having significant weather difference where a plane can be landed. It has to be borne in mind that when there is bad weather in one airport the flights are diverted to closest airport and we normally use Indian airpoarts due to close proximity. So considering all these factors the best place for an airport is Higurakgoda and not in the south of Sri Lanka , because the president comes from that area.

But the point is , it's like we just brought some machines to our factory but we don't have such manufacturing demand , so our machines are useless.

Why economic analysts didn't analyze it's utilization factor? To create jobs we need to have production and our goods and services should be sold in the competitive market. Otherwise it's no use at all.

Economy is a complicated thing. A/L passed person could not handle such complicated economic equations. This is the wrong of people like Kabral, where they don't at least have a single PHD in computational finance or have any idea about business risk factor. Economy is a complicated machine, if you don't know how to operate that machine , you'll lose your head with the machine. That's what had happened. This is what had happened to President.

For me there is a reason for that.
Let the right people to take right decisions like that. Why can't Mahinda find a good qualified person for the position of Kabral. I don't care he loyal to Mahinda family, it's not the matter. So at least why can't find a qualified person to that position from Mahinda family company ?
