I don't understand the logic behind 'discrimination not allowed' and 'let's charge foreigners more'

I understand that this is the other way around in this case of Mambos according to the post but everywhere else even at government controlled sites it's the other way around. Then there is this rule that says 'discrimination isn't allowed in business'.

Which is it?

If the government can charge foreigners more then this particular incident should also be allowed. Then tuk tuk drivers should also be allowed to charge foreigners more. Either get rid of this nonsense or specify it clearly.
