Press Win+R
Then type regedit
Go to the following Key
HKEY_CLASSES_ROOT\Lnkfile

On the right hand pane - Can you see a value IsShortcut

If not..(if this entry is missing)
In right-side pane, right-click in empty area and select New -> String Value option. Now set its name to IsShortcut
(No value needs to be entered)
Restart computer.

Then it's not that issue... That's the first to take a look.

HKEY_CLASSES_ROOT\CLSID\{20D04FE0-3AEA-1069-A2D8-08002B30309D}\shell\Manage\command

On the right-hand side, you should find a Default string value. Make sure the following value is set as default-
%SystemRoot%\system32\CompMgmtLauncher.exe

Take a backup of the registry.
Then right click and create a new string value.
Keep value name default
value data - type in %SystemRoot%\system32\CompMgmtLauncher.exe
Reboot and try.
