I believe we use the standard time cos it will reduce the confusion and be more simple.

if I am not mistaken one longitude is 4 minutes (360 covers the entire world and 24 hours to end to end. So 1440 minutes/360 is 4 minutes) There are enough countries that span across multiple longitudes.
