what it says is, Sri lanka will move its southern naval command to a port leased to a state-run chinese firm...

I think this does not mean that the naval command will be on a lease.
the concern they raised in this article is why naval command was moved to a place which is leased to china.

එක තමයි මටත් තියෙන ප්‍රශ්නේ.. චීන්නු ඉල්ලනවා කියලා නම් හිතන්න අමාරුයි. ලංකාවේ උන් ඇතුලට එනවනම් උන් ඕක මිලිටරි පෝට් එකක් කියලා අර්ථකථනය කරන්න හිතාගෙන ගේනවද දන්නෙත් නැ.. චීන්නු කියන්නේ නිකන් දෙන ජාතියේ උන් නෙමෙයි.
