The first shipment of 60,000 MT of coal from South Africa for the Lakvijaya (Norochcholai) Power Plant that arrived in the first week of January 2026 was substandard, and a USD 2 million fine was imposed on the supplier, Energy Ministry Secretary Prof. K.T.M. Hemapala told Ceylon Today.

The shipment, imported under a one-year tender covering six consignments, arrived during the first week of January 2026.

The Energy Minister said sealed samples were sent to Cotecna India, an internationally accredited testing, inspection, and certification agency, following allegations that the coal supplied had a lower-than-specified calorific value.

Prof. Hemapala confirmed that laboratory tests on the first shipment failed quality standards, leading to the penalty.
