Fans, in general, even though it might not lower the ambient temperature works by, or rather gives us a perceived cooling effect by convection and also evaporation.
When the fan blows across your skin it takes the warm air away from the body making you feel cool. That's
convective cooling.
Evaporative cooling works on the principle of when a liquid goes through a
phase change energy is absorbed. Note that the energy required to evaporate 1 kg of water is about 2250 kJ. This is a big amount, but the catch is that the rate of evaporation and thus the rate of cooling depends on the
humidity of the surrounding air. In dry climates this process can work but in humid areas though it works it doesn't work so well.
In humid areas this further increases humidity, preventing perspiration from evaporating,
PS: Some humid areas are really difficult. I remember the Amazon. We stayed in a resort for four days inside the jungle. They cut off their generators at 10.30 PM - only oil lamps and lanterns provide light thereafter. No fans after that time. The area is 100% humid. A single drop of water on the table is still there till the following morning. Simply does not evaporate.
Also there are heavy rains. Very heavy. We never see that size of water drops in SL Clothes do not dry, and when we left there everything stinks. The first thing when we land in Peru was run to the laundry to get everything clean.
