I would strongly recommend you do all raster image editing in Photoshop in RGB mode.
The exception to this is if you want manual control of the CMYK color separations for technical reasons – like overprinting or trapping. That would mostly be for special situations. In this case you'd also want to know the exact color profile that will be used for printing.
It won't matter much if you use sRGB, AdobeRGB, or something else, as long as the color profile is embedded. Adobe RGB would have a larger gamut that you could benefit from on high quality/photo prints, but sRGB is likely a safer choice if sharing the file with people who are not professionals.
You can use soft proofing (View > Proof Colors) to simulate how the colors will turn out on print or some other situation (while working in your original color space). Under View > Proof setup, you can set this to whatever conditions you need (you can pick a color profile that is specific to the print situation for more accuracy). The main benefit would be to help you avoid any colors that can't be reproduced reliably on print.
With the colors well defined in your file (it having a color profile), a professional printing place would be able to get it printed looking quite accurate. However, if someone is just printing someone at home, or in some random cheap shop that don't calibrate their equipment, colors can easily come out very wrong. But that is due to bad settings or calibration when printing, not due to some inherent flaw with the original file.
When having it printed, my recommendation is to always ask the printing place what specifications they want for the file. Especially what color profile to use. Then as long as you follow those specifications, if the colors come out very wrong, it's easier to find the problem - and the print place can't so easily put the blame on the file they got. ;)
Finally, although it does indeed seem the colors of the print are not accurate, I would not trust the colors of that photo too much - unless you have some good reference objects surrounding it. A photo can easily get very wrong-looking colors; especially if the lighting is poor or the auto white balance is off. Just look at the blueish paper color bottom right.
Based on my 6 years of prepress/art direction experience in commercial printing, even working in CMYK won't do much for exact colour matching without human input, regardless of colour space. Unless working in pantone (which in theory the colours do not vary if the pressman mixes his ink well), we would have artists come in all the time to approve the colour preview on monitors/physical proofs that were calibrated to our printing presses. The difference between screens is just so vast that even if you are using a standard CMYK colour space, what you see on your laptop is not what comes out of the press. The vast majority of the time our pressmen would print out several proofs with various percentage adjustments to ink levels etc. and the client would have to approve which one matched their expectations in person if it was colour-critical. We don't really have a way of doing that digitally since most monitors aren't calibrated for print work.
Not to say that using proof colours to preview your RGB work won't give you a good idea, but for consistent colour accuracy the only way is for you to find a printer you like and will work consistently with - many will save your colour profile preferences and apply it to subsequent print runs to ensure it matches your expectations.
