කොළඹ අක්කර 10 ක පමණ භූමි ප්රමාණයක් නාගරික සංවර්ධන අධිකාරිය (යූඩීඒ) වෙත ලබා දීමට කැබිනට් අනුමැතිය ලබාගෙන ඇති අතර එය ගුවන් හමුදා ක්රීඩාංගණ, ස්ලේව් අයිලන්ඩ් පොලිස් ස්ථානය සහ හෙලිටෝර්ස් ටිකට්පත් කාර්යාලයෙන් සමන්විත වේ.
ස්ලේව් දූපතේ බටහිර බේරා මිශ්ර සංවර්ධන ව්යාපෘතිය සඳහා ශ්රීමත් චිතම්පලම් ඒ. මහ මැතිවරණය අවසන් වීමෙන් පසු අනුමැතිය ලබා ගැනීමට.
මැයි 14 වන දින පැවති රැස්වීමකදී UDA කළමනාකරණ මණ්ඩලය විසින් අධිකාරිය සමඟ ඉඩම් පවරා දීම අනුමත කර ඇති අතර, එම යෝජනාව දැන් කැබිනට් මණ්ඩලය ඉදිරියේ සලකා බලමින් සිටී. ව්යාපෘති ප්රදේශය කලින් විභාග දෙපාර්තමේන්තුව ද ඇතුළුව වෙනම බිම් කැබලි හතරකින් සමන්විත වන නමුත් UDA මේ වන විටත් මෙම දේපල අධිකාරියට පවරා දීමට කටයුතු කරමින් සිටී.
ඔටුන්න හිමි ඉඩම් ආ d ා පනතේ 6 (1) වගන්තිය යටතේ ඉඩම් තුන නොමිලේ ප්රදානය කිරීම සඳහා කැබිනට් මණ්ඩලයේ අනුමැතිය ලබාගෙන තිබේ. කොළඹ නගර සංවර්ධන සැලැස්ම යටතේ වර්තමාන ඉඩම් පරිහරණ අවශ්යතා සැලකිල්ලට ගනිමින් ඉඩම UDA වෙත පවරා දීමට තීරණය කර ඇත.
ගුවන් හමුදාවේ කටයුතු පෙලවට්ටේ අකුරෙගෝඩා ප්රදේශයේ පිහිටි ත්රිවිධ හමුදා මූලස්ථානය වෙත ගෙන යාමට නියමිත අතර, දැනට පවතින පොලිස් ස්ථානය සහ නිල නිවාස ප්රතිසංස්කරණය කර එම පරිශ්රයේම ක්රියාත්මක වේ.
ප්රදේශයේ සංවර්ධනය සඳහා වූ මුල් සැලැස්මේ අක්කර 3.5 කින් පමණ සමන්විත ගුවන් හමුදා ක්රීඩාංගණය විවෘත ඉඩක් ලෙස ඉතිරි කළ යුතුව තිබුණද, සංශෝධිත සැලැස්මක් යටතේ දේපළ සංවර්ධනය සඳහා මෙම ඉඩම ලබා දෙන අතර යාබද අක්කර 5.5 ක ඉඩම බලදක්ෂ මාවත දිගේ ෂැන්ග්රි-ලා හෝටලය විවෘත ඉඩක් ලෙස ඉතිරි වේ.
යෝජිත කොළඹ ව්යාපාරික දිස්ත්රික් (සීබීඩී) ව්යාපෘතිය ක්රියාත්මක කිරීමට යූඩීඒ හි ප්රධාන සැලසුම් කමිටුව නිර්දේශ කර ඇති අතර එය විවෘත අවකාශයන් ලෙස ඉතිරිව ඇති ඉඩ ප්රමාණයෙන් 50% කට යටත් වේ. බෙයිරා මිශ්ර සංවර්ධන ව්යාපෘතියේ අරමුණ වන්නේ දිය ඇලි සංවර්ධනය සඳහා ඇති හැකියාව වැඩි කිරීම සහ ප්රදේශයේ දේපලවල ආර්ථික වටිනාකම ඉහළ නැංවීමයි.
ප්රදේශයේ සංවර්ධන ප්රවණතාවට මග පෙන්වීම සඳහා නාගරික සංවර්ධන අධිකාරිය විසින් සංශෝධනය කරනු ලබන බේරා වැව මැදිහත්වීමේ ප්රදේශ සංවර්ධන මාර්ගෝපදේශ සැලැස්මේ නිර්දේශ මත පදනම්ව මෙම ප්රදේශය සංවර්ධනය කෙරේ. හඳුනාගත් ව්යාපෘති ක්රියාත්මක කරමින් ශ්රී ලංකා ඉඩම් සංවර්ධන අධිකාරිය (එස්එල්එල්ඩීඒ), කොළඹ මහ නගර සභාව (සීඑම්සී) සහ ජාතික නිවාස සංවර්ධන අධිකාරිය (එන්එච්ඩීඒ) ද බේරා වැව සහ අවට ප්රදේශය සංවර්ධනය කිරීමට සම්බන්ධ වී සිටිති.

Beira Lake set to be the site for several new development projects
The Government has finalised an ambitious mixed development plan to the west of Beira Lake, freeing up crown land for new investors under a public-private partnership model.
Cabinet approval has been sought to vest around 10 acres of prime land in Colombo with the Urban Development Authority (UDA), consisting of the Air Force grounds, Slave Island Police Station, and the Helitours ticketing office.
The Cabinet memorandum tilted ‘Vesting of Lands at Sir Chittampalam A. Gardiner Mawatha for West Beira Mixed Development Project at Slave Island to the UDA’ was presented last month by Prime Minister Mahinda Rajapaksa, who is also the Minister of Urban Development, and is slated to get approval after the conclusion of the General Elections.
The UDA Board of Management has approved the vesting of the lands with the Authority at a meeting held on 14 May, and the proposal is now under consideration before Cabinet. The project area consists of four separate lots, including the former Examination Department, but the UDA is already in the process of vesting this property with the authority.
Cabinet approval has been sought to vest with the UDA as a free grant the three lands under Section 6 (1) of the Crown Lands Ordinance. The decision to vest the land with the UDA has been taken considering the present land use requirements under the Colombo City Development plan.
The Air Force activities are to be shifted to the Tri-Forces headquarters in the Akuregoda area in Pelawatte, while the existing police station and quarters will be reconstructed and will continue at the same premises.
In the original plans for the development of the area, the Air Force grounds consisting of approximately 3.5 acres was to be left as an open space, but under a revised plan this land will be given for property development, while 5.5 acres of land adjoining the Shangri-La Hotel along Baladaksha Mawatha will be left as an open space.
The UDA’s Main Planning Committee has recommended that the proposed Colombo Business District (CBD) project be implemented, subject to 50% of the space remaining as open spaces. The Beira Mixed Development project is intended to increase the potential for waterfront development, while enhancing the economic value of property in the area.
The area will be developed based on the recommendations of the Beira Lake Intervention Area Development Guide Plan, which is being revised by the UDA to guide the development trend in the area. The Sri Lanka Land Development Authority (SLLDA), the Colombo Municipal Council (CMC), and the National Housing Development Authority (NHDA) are also involved in developing the Beira Lake and surrounding area, by implementing identified projects
