Sri Lanka's central expressway second phase progressing fast

ECONOMYNEXT - The second phase of Sri Lanka's central expressway from Colombo to Kandy is built by 16 local contractors is already 25 percent complete and is on track to be finished by December 2019, prompting authorities to adopt a similar strategy with the first phase, an official said.
The 39 kilomtre stretch from Mirigama to Kurunegala is being built by 16 contractors starting from multiple locations allowing it to completed fast, Sri Lanka's Road Development Authority Chairman Nihal Sooriyarachchi said.
Local contractors were allowed to build the expressway to give them experience to bid for international projects, he said.
The first phase of the central bank expressway from Kadawatha to Mirigama was held up with the Chinese government delaying the approval of a 1.1 billion US dollar loan.
But the Chinese contracting firm had done about 5 percent of the work with its own funds, he said.
The RDA is now trying to adopt the strategy as in phase 02, to build the expressway from multiple locations.
"We are now talking to the contractor to begin building the phase from six locations," Sooriyarachchi said.
"They can also use local contractors if necessary."
There was also a delay in awarding the contract for the third phase of the central expressway to a Japanese contractor.
Sooriyarachchi said work on the third phase will begin in a 'month or two."
In the meantime access roads were being built to phase 02, so that motorists can start using the 39 kilometre stretch even if the rest of the sections are not yet complete, he said. (Colombo/June06/2018)

The Paliyagoda-Puttalam road is a trunk road linking some of the principal districts and provincial centres in the country and Mahaoya River is one of the largest perennial rivers which has over 130 km length. The existing bridge (Bridge No.38/3) across the river was constructed around 1936 and has not been rehabilitated for years.
Recognising the vital rehabilitation work required for the said bridge, Road Development Authority initiated a project together with the financials aids from the Government of Austria together with Bilfinger MCE GmbH of Austria and Access Engineering PLC with the objective of widening the bridge with four traffic lanes replacing the existing steel bridge that causes severe traffic congestion and difficulties for safe pedestrians’ movements.
The scope of the project is to construct a pre-fabricated steel bridge 150m long 3 span bridge with spans of 30m, 45m and 30m. The proposed bridge is 19m wide and has two separate carriageways. Each abutment of the bridge comprises of 11 No. of bored piles and each pier comprises 10 No. of bored piles. The deck of the bridge is built out of reinforced concrete with asphalt paving on the top. All the piles are of 1.2m diameter and around 21 m in depth. The approximate lengths of approach roads to be built newly will be 140m towards Negombo and 110m towards Chilaw. The approach roads will be constructed with retaining walls on either side, drainage, lighting and pedestrian foot-walks.

Sri Lanka hires Singapore firm to draw plans for Southern development
ECONOMYNEXT - Sri Lanka has hired Singapore government-owned Surbana Jurong for $990,000 to draw up plans for urban development around a Chinese-funded Special Economic Zone that will straddle the Southern districts of Hambantota and Monaragala.
The 12,000 acre Sri Lanka-China Logistics and Industrial Zone which will cover the China-controlled Hambantota Port and parts of nearby Monaragala District will be developed by China Harbour Engineering Corporation in three phases.
The Chinese-government owned construction giant has hired to Surbana Jurong to design plans for the first two stages which will include housing, schools, community and entertainment infrastructure.
Sri Lanka has hired the same consultancy firm for $990,000 to draw up a master plan to develop urban and identified economic centres covering an area of 1,130 square kilometres around the Special Economic Zone,
Mostly arid, the area is home to half a million people and nature reserves.
Surbana Jurong designed the plans for the Western Region Megapolis and development of the Trincomalee District in the east.
Sri Lanka also wants to set up a special zone for start-ups in 250-500 acres of land as part of the Greater Hambantota development project.
Around 59 million rupees has been allocated for a project management unit under the Urban Development Authority with offices in Hambantota and Colombo and qualified staff. (COLOMBO, 06 June 2018)

ZTDH Investments Co, LTD (HK) based in China, the main developer of South Asia’s tallest tower, The One will be investing over US$ 1.3 billion in Sri Lanka.
General Manager, ZTDH Investments Co, Sam Hu, in an interview with ‘Daily News Business’ said that they have already invested over $ 400 million for The One project where the first stage would be ready by 2021 end.
“We are building three towers and work on the two towers that are now in progress. “ We will break ground and start piling for the third tower by August. The total project would be ready by 2025.”
He said that currently their investment for this project along with the KRRISH group of India is over US$ 400 million and this amount would increase. The One will also house The Ritz-Carlton and The Ritz-Carlton Residences, adding more value for the property.
The 80 storied, 326 meter Ritz-Carlton Tower will house the Ritz-Carlton Hotel and The Residences, while the third tower, which stands at 291 meters covers 77 floors. “In addition there would be retail space at Transworks house which is refurbished.”
In addition to The One project we have also embarked on a similar mixed development project in Maradana where the former Central Theater was situated. Branded as Sky One, this project will rise up to 37 floors and it would start construction work this year.
“We are looking at an investment of around $ 500 million for this.”
He also said that they have also partnered with Browns investments to build an entertainment venue at the EXCEL World in Maradana. “This would be a six storied complex adding the much need entertainment facilities for the city of Colombo.”
When the project initiates the current EXCEL World would be closed for almost 18 months and the total investment for this would be around $150 million.
The company operates its businesses in mainland of China and Hong Kong. Through its subsidiaries, the company is also engaged in the provision of designing, marketing and advertising services and is also associated in building one of the tallest buildings and longest bridges in the world. “We have confidence in Sri Lanka and this is why we are keen on investing.”
He said that they have also acquired land in Ja Ela to build their own construction supply yard to feed these projects. “We will also have a worker training facility here enabling Sri Lankans to obtain a certificate while working with us and then seek overseas employment.”
Chief Sales Officer, ‘The One’ Jayamal Dias said that they have obtained this land from UDA on a 99 year lease. “We are very happy with the pre sales for our apartments where 80% has been booked.”

හම්බන්තොට දිස්ත්රික්කය සඳහා ප්රධාන සැලසුමක් පිළියෙල කිරීම
- චීන රජයේ සහයෝගය ඇතිව විශේෂ ආර්ථික කලාපයක් හම්බන්තොට ස්ථානපනය කිරීම සඳහා සැලසුම් කර ඇති අතර, ඒ සඳහා චීන රජය විසින් චයිනා හාබර් ඉංජිනියරින් කෝපරේෂන් ආයතනය නම් කරනු ලැබ ඇත. මේ යටතේ හම්බන්තොට සහ මොනරාගල දිස්ත්රික්කයන්හි ශ්රී ලංකා - චීන සැපයුම් සහ කර්මාන්ත කලාපය ස්ථාපිත කිරීමට අදාළ කටයුතු අදියර 03ක් යටතේ සිදු කිරීමට නියමිතය. මෙම සංවර්ධන කටයුතුවලට සමගාමීව හම්බන්තොට ප්රදේශයේ වඩා සැලසුම්ගත නාගරික සංවර්ධනයක් සිදු වන බවට තහවුරු කරගැනීමේ අරමුණින් හම්බන්තොට දිස්ත්රික්කය සඳහා ප්රධාන සැලැස්මක් සකස් කිරීම යෝග්ය බවට තීරණය වී ඇත. ඒ සඳහා උපදේශක සේවා ආයතනයක් පත් කර ගැනීමටත්, එකී ව්යාපෘතිය සම්බන්ධීකරණය කිරීමේ කාර්යය සඳහා ව්යාපෘති කළමනාකරණ ඒකකයක් පිහිටුවීමට සහ ඒ සඳහා අවශ්ය පහසුකම් සැලසීම පිණිස තරුණ කටයුතු, ව්යාපෘති කළමනාකරණ සහ දක්ෂිණ සංවර්ධන අමාත්ය සාගල රත්නායක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
'එන්ටර්ප්රයිස් ශ්රී ලංකා' පොලී සහනාධාර ණය වැඩසටහන ක්රියාත්මක කිරීම හා ප්රවර්ධනය කිරීම
- 2017 සහ 2018 අයවැය යෝජනා අනුව රජයේ හා පෞද්ගිලක බැංකු, විදේශීය මූල්ය සහයෝගිතා ආයතන සහ අනෙකුත් සහභාගිත්ව ආයතන සමඟ ඒකාබද්ධව මුදල් හා ජනමාධ්ය අමාත්යාංශය විසින් එන්ටර්ප්රයිස් ශ්රී ලංකා වැඩසටහන ක්රියාත්මක කරනු ලබයි. ශ්රී ලාංකිකයින් සතුව පැවති සහජ ව්යවසායික නිපුණතාවය ප්රයෝජනයට ගනිමින් ව්යවසාය පාරාදීසයක් ලෙස ශ්රී ලංකාව ගොඩනැංවීම මෙම වැඩසටහනෙන් අපේක්ෂා කරයි. මේ යටතේ පොලී සහනාධාර ණය යෝජනා ක්රම 11ක් ප්රතිමූල්ය ණය යෝජනා ක්රම 03ක්, මූල්ය හා මූල්ය නොවන පහසුකම් සලසන යෝජනා ක්රම 02ක් ඇතුළත්ව යෝජනා ක්රම 16ක් යටතේ සහන සලසනු ලැබේ. ඒ අනුව, මේ වන විට 12,405ක් පමණ වන ව්යවසායකයින්ට රුපියල් බිලියන 30කට අධික අරමුදල් සපයනු ලැබ තිබේ. 2018 වර්ෂය සඳහා මේ යටතේ ක්රියාත්මක වන ණය යෝජනා ක්රම වෙනුවෙන් පොලී සහනාධාර ගෙවීම සඳහා පමණක් රජය විසින් රුපියල් මිලියන 5,250ක් වෙන් කර තිබෙන අතර, එමඟින් ආර්ථිකය තුළ රුපියල් මිලියන 60,000කට ආසන්න ප්රාග්ධන සම්පාදනයක් ඇති කිරීම මෙන්ම එතුළින් නව රැකියා 50,000ක් බිහි කිරීමට අපේක්ෂා කරනු ලබයි.
මෙම වැඩසටහන තවදුරටත් ජනතාව අතර ප්රචලිත කිරීමේ අරමුණින් සහ එමඟින් ව්යවසායකයින්ට තම නිෂ්පාදන ජාත්යන්තර තලය දක්වා ව්යාප්ත කිරීම සඳහා අවශ්ය මඟපෙන්වීම අපේක්ෂාවෙන් ජාතික ප්රවර්ධන වැඩසටහනක් වශයෙන්, රජයේ අනෙකුත් සංවර්ධන වැඩසටහන්ද සමඟ ඒකාබද්ධව සෑම පළාතක්ම ආවරණය වන පරිදි මාස 03කට වරක් ජාතික මට්ටමේ ප්රදර්ශනයක් '2025 දැක්ම' තේමාව යටතේ පැවැත්වීමට අපේක්ෂා කෙරේ. එම කටයුතු සම්බන්ධීකරණය කිරීම සඳහා මුදල් හා ජනමාධ්ය අමාත්යාංශය තුළ ලේකම් කාර්යාලයක් පිහිටුවීම පිණිස මුදල් හා ජනමාධ්ය අමාත්ය මංගල සමරවීර මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
ප්රාථමික සෞඛ්යාරක්ෂණ පද්ධතිය සවිමත් කිරීමේ ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා අරමුදල් සම්පාදනය කරගැනීම
- ප්රාථමික සෞඛ්යාරක්ෂණ සේවාවන් පිළිබඳ විශේෂ අවධානය යොමු කරමින් ශ්රී ලංකාවේ සෞඛ්යාරක්ෂණ පද්ධතිය සවිබල ගැන්වීම සඳහා ක්රියාත්මක කිරීමට සැලසුම් කර ඇති ප්රාථමික සෞඛ්යාරක්ෂණ පද්ධතිය සවිමත් කිරීමේ ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා අවශ්ය වන ඇමරිකානු ඩොලර් මිලියන 200ක අරමුදල් සම්පාදනය කරගැනීම පිණිස ලෝක බැංකුවේ ප්රතිසංස්කරණය සහ සංවර්ධනය සඳහා වන අන්තර්ජාතික බැංකුව සමඟ එකඟතාවයකට පැමිණ තිබේ. ඒ අනුව, වසර 5 1/2ක කාලයක් තුළ මෙම ව්යාපෘතිය ක්රියාත්මක කිරීමටත්, වසර 06ක සහන කාලයක් සහිතව වසර 33ක් තුළදී මෙම ණය මුදල පියවීමටත් එකඟ වී ඇති බවට ජාතික ප්රතිපත්ති හා ආර්ථික කටයුතු අමාත්යතුමා වශයෙන් ගරු අග්රාමාත්ය රනිල් වික්රමසිංහ මැතිතුමා විසින් අමාත්ය මණ්ඩලය දැනුවත් කරන ලදී.
ශ්රී ලංකා ගමනාගමන මණ්ඩලය සඳහා නව බස්රථ 500ක් මිල දී ගැනීම
- ශ්රී ලංකා ගමනාගමන මණ්ඩලයේ ධාවන කාල සටහන අනුව මගී සේවා සපුරා ලීම සඳහා බස්රථ 7,257ක් අවශ්ය වුවද, බස්රථ ඌනතාව හේතුවෙන් දැනට ධාවනයට යොදවනු ලැබ ඇත්තේ බස්රථ 6,000ක් පමණි. දැනට පවතින රථ ඇණියෙන් බස්රථ 1,560ක් වසර 15කට වඩා පැරණි ඒවා වන අතර, ඒවායෙහි නිරන්තර කාර්මික දෝෂයන් ඇති වීම හේතුවෙන් මගී අවශ්යතාවන් නිසි පරිදි සලසාලීමට ශ්රී ලංකා ගමනාගමන මණ්ඩලයට නොහැකි වී තිබේ. බස්රථ වල නියමිත ආයු කාලය ඉක්මවීම සහ අනතුරුවලට ලක්වීම හේතුවෙන් වාර්ෂිකව බස්රථ 500ක් පමණ ධාවනයෙන් ඉවත් කළ යුතු වේ. මෙම කරුණු සැලකිල්ලට ගෙන නාගරික මගී සේවා වෙනුවෙන් යෙදවීමට උස් පිටුපස ඇන්ද සහිත ආසන 50-54 නව බස්රථ 400ක් සහ ග්රාමීය මගී සේවාවන් සඳහා යෙදවීම වෙනුවෙන් ආසන 32-35 නව බස්රථ 100ක් මිල දී ගැනීම පිණිස ප්රවාහන හා සිවිල් ගුවන් සේවා අමාත්ය නිමල් සිරිපාල ද සිල්වා මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

මෙන්න, කොළඹ වටේ සැහැල්ලු දුම්රිය යන හැටි
මෙගා පොලිස් ව්යාපෘතියේ එක් අංශයක් ලෙස පොදු ප්රවාහනය දියුණු කිරීමේ වැඩසටහනක් ද ක්රියාවට නැංවේ. ඒ යටතේ වේගවත් මගී ප්රවාහන පද්ධතියක් (RTS - Rapid Transit System) හඳුන්වාදීමට නියමිතය. ඊට සහැල්ලු දුම්රිය සේවයක් (LRT - Light Rail Transit) ද අයත් වේ. එම වේගවත් මගී ප්රවාහන පද්ධතිය හා සැහැල්ලු දුම්රිය සේවය ඇ.ඩො. බිලියන 3.5 ක පමණ අතිවිශාල මුදලක් වැයවන ව්යාපෘතියකි. මෙය නිර්මාණය වන්නේ පැයකට එක් දිශාවකට මගීන් 30,000 ක් ප්රවාහනය කළ හැකිවන පරිදිය.
මීට පෙර මේ සඳහා යෝජනා වී තිබුණේ මොනෝරේල් ව්යාපෘතියකි. ඒ වෙනුවට සැහැල්ලු දුම්රිය සේවය (LRT) හඳුන්වාදීමට තීරණය වූයේ වාසිදායක හේතු ගණනාවක් සලකා බලමිනි. පිළියෙල කර ඇති සැලසුම් ඒ අයුරින් සහ එම කාල රාමුවලට අනුව ක්රියාවට නැංවුණහොත් අධික මාර්ග තදබදය නිසා අසහනයටත්, පීඩාවටත් පත්නොවී, නිකරුණේ කාලය කා දැමීමෙන් තොරව හා ඉන්ධන සඳහා වැයවන විශාල මුදල ද අවම කර ගනිමින් තම ප්රවාහන අවශ්යතා සපුරා ගැනීමට ඔබ - අප කාටත් හැකිවනු ඇත.
සැහැල්ලු දුම්රිය සේවාව පිළිබඳ කොළඹ මහා නගර සංවර්ධන ව්යාපෘතියේ (මෙගාපොලිස්) ප්රවාහන සැලසුම් ඉංජිනේරු ඒ.ඩබ්.එන්. අබේවික්රම මෙණෙවිය අප සමඟ අදහස් දැක්වූයේ මෙලෙසිනි.
පොදු ප්රවාහන දියුණු කිරීම සඳහා නුදුරු අනාගතයේදී සැහැල්ලු දුම්රිය සේවා (LRT - Light Raile Transit) හඳුන්වාදීමට කටයුතු කෙරෙනවා. පොදු ප්රවාහනය නැංවීමේ මෙගාපොලිස් සැලැස්මට අනුව මාර්ග 7කින් පමණ සැදුම්ලත් ජාලයක් ලෙස මෙය ක්රියාවට නැංවෙනවා. එම මාර්ග එකිනෙකට සම්බන්ධයි. එවැනි ජාලයක් මොනෝ රේල් එකෙන් ගොඩනැඟීමේ හැකියාවක් නෑ. නව සැලැස්ම යටතේ කොළඹ නගරය වගේ ම තදාසන්න ප්රදේශත් ආවරණය වෙනවා. කොළඹින් බැහැරට යද්දි එය ගමන් කරන්නේ උඩින් නොවේ, පොළව මත. පොළොව මතින් ගමන් කරන නිසා මොනෝ රේල් එකට වඩා වියදම හුඟක් අඩුකරග ගන්න පුලුවන්. LRT එකේදි සමස්ත මෙහෙයුම් වියදම් අවමයි. මේ දුම්රිය ධාවනය වෙන්නෙත් සාමාන්ය දුම්රියක් වගේ පීලි 2ක් මතින්. සාමාන්ය දුම්රියකට වඩා මේ දුම්රිය හුඟාක් සැහැල්ලුයි. මොනෝරේල් එකේදි මාර්ගයකින් මාර්ගයකට මාරුවන තැන් වගේ ඒවා හදන්න අමාරුයි. මොකද ඒක වෙන්නෙ උඩ, පොළව මතුපිට නෙවේ. අංගණ, ඩිපෝ වගේ ඒවාත් සැලසුම් කරන්න වෙන්නෙ ඉහළ. ඒ කියන්නෙ වියදම අධිකයි. මොනෝරේල් පද්ධතියක් එකටඑක වැටෙන මාර්ග සහිතව දියුණු කිරීමත් අපහසුයි. ලංකාවට යොදාගත හැකි ක්රමය කුමක් ද කියල අපි ශක්යතා අධ්යයනයක් කරලා බැලුවා. එතැනදී අපට පෙනී ගියේ LRT එක තමයි ලංකාවට ගැලපෙන්නෙ කියලා. අදියරෙන් අදියර ක්රියාත්මක ජාලගත ව්යාපෘතියකට වඩාත් සුදුසු ක්රමයත් එයයි.
මේ ජාලය සැලසුම් කරල තියෙන්නෙ ඒ ගැන හොඳින් හඳුනාගෙන, අධ්යයනය කරලා. නාගරික රථවාහන තදබදය වගේ කාරණා සැලකිල්ලට ගැනීමේදී වැඩි අවධානයක් යොමු කළ යුතු සෑම තැනක් ම වගේ මේ ජාලයෙන් සම්බන්ධ වෙනවා. පළමු අදියර ක්රියාත්ක වෙන්නෙ ග්රීන් ලයින් එක. කොළඹ සිට මාලබේ දක්වා යන මාර්ගය සහ කොළඹ වටා යන මාර්ගය තමයි ග්රීන්ලයින්එක. (සිතියම බලන්න.) මේ ව්යාපෘතිය ක්රියාත්මක කිරීමට කැබිනට් අනුමැතියත් ලැබුණා. ඒ අනුව හැකිතාක් ඉක්මනින්, තවත් වසරක් තුළ වගේ මේ කටයුතු ආරම්භ කරන්න පුලුවන් වෙයි. ඒ අදියර වසර 2 - 3 ක් තුළ වගේ නිම කරන්න පුළුවන් වෙයි කියල අපි හිතනවා.
