Three ministries are seeking Cabinet approval to upgrade the Palaly Airport to the level of a regional airport and operate flights to South Indian cities by the end of this year, a senior cabinet minister said yesterday.
A joint cabinet paper is to be submitted by the ministries of Transport and Civil Avaition, Policy Planning and Economic Development and Tourism to seek Rs 1.2 billion for the refurbishment, Minister Nimal Siripala de Silva said.
The move came as Civil Aviation Authority (CAASL) officials were drawing the floor plan to set up Immigration and Customs counters and quarters for the staff. “The initial plan will be to convert Palaly into a regional airport and thereafter to an international airport with flights to other countries,” Mr de Silva said. He said the refurbishment plan would be handled by the Sri Lanka Air Force.
Currently the Palaly military airport located in Valikamam North encompasses an area of 1,000 acres, but only 750 acres will be used to develop the airport. Jaffna District Additional Secretary (Lands) S. Muralitharan told the Sunday Times that a feasibility study had been carried out to develop the airport. This included a detailed study on the population of the area, schools and electrical overhead cables in the vicinity.
Mr. Muralitharan said that, accordingly about 250 more acres around the Palaly airbase would be released to the civilians.
A three-member Indian aviation delegation also visited the Palaly airport this week. Civil Aviation Director General H.M.C. Nimalsiri said the CAASL was finalising the first phase of the Palaly airport development project and based on the demand for service, the airport would be further developed in phases.
“I don’t think that there will be huge traffic in the regional airport but we are aware of its potential demand. That’s why we have decided to undertake the development of the airport phase by phase,” he said. According to Mr Nimalsiri, though the feasibility studies have been concluded, the allocation of funds is yet to be worked out.
A proposal formulated by the CAASL with inputs from the Air Force also recommended that the phase-based development would ensure fair return on huge investment for infrastructure development. The report also indicated that initially the airport could be upgraded to handle minimum of two medium commercial jets such as A320, A 321, B737 type aircraft which could carry 150-180 passengers.
In 2010, the Indian government had agreed to provide assistance to develop the Palaly airport and an understanding was reached on the subject in a joint declaration by both countries. Preliminary studies were carried out by a technical team from the Airports Authority of India (AAI) and its recommendations were handed over the Civil Aviation Authority of Sri Lanka. It was estimated that the cost of the project would be about US$ 109 million (Rs 11,312 million). It was to be completed in three and half years.
The CAASL’s decision to use its own funds to develop the airport comes as the government revived talks with relevant Indian authorities to develop the airport using the Indian grant as agreed earlier. Northern Province Chief Minister C.V. Wigneswaran wrote to the CAASL in June amidst public concerns raised over possible civilian land acquisition if the project was to be implemented.
He pointed out that legally acquired 349 acres of land currently under the control of the Air Force should be returned to the CAASL and if more land was needed, necessary step could be taken based on feasibility studies. However, the CAASL feasibility study said that further land acquisition was not required since there was no need to extend the runway.

Sri Lanka’s ambitious ‘Galle Marina’ project aimed at making the Galle harbour a tourism port is likely to be undertaken by a consortium comprising four leading international companies headed by Mclarens and including an Indian firm, a Ports and Shipping Ministry official confirmed.
The Ministry had invited sealed applications from interested parties on May 24 to submit for proposals and receipt of award of Built Operate and Transfer (BOT) concession for the projects and the bids closed on August 21, Ministry Secretary L.P. Jayampathi told the Business Times.
He said that this consortium was the only bidder which responded to the request for proposals by the ministry and the Indian connection has nothing do with the Indian company which has provided technical assistance for Sri Lanka’s Emergency Ambulance Service. There were allegations that India’s GVK EMRI, the technical service and training facility provider of Sri Lanka’s ’1990 Suvasariya’ Emergency Ambulance Service, was favoured in the Marina deal.
Galle Port, is expected to be developed as a leisure facility over two phases. The first phase entails construction of a yacht marina for tourists drawn in by the region’s coral reefs, tropical rainforests and white sand beaches.
The first phase includes construction of berthing facilities for 22 15-metre-long yachts at a southern breakwater area, a service and repair facility, duty free shop, café and clubhouse, and tourism information centre.
The yacht berthing facilities will be extended to accommodate an additional 30 craft, as well as a yacht-lifting facility, car park and dry berthing facility.
The project’s second phase will see construction of a breakwater to protect the entire bay, as well as a hotel and resort facilities, a yacht marina and multi-purpose berth, potentially under a BOT concession
A consortium comprising four partners – Mclarens Shipping Ltd, India’s leading One Stop Yachting Company GVK – West Coast Marine Pvt Ltd and two other Swiss and French firms was the only bidder for the project at the time of opening the bids, informed sources revealed.
The estimated cost for Galle Marina’ project was in the region of Rs.12.89 billion and this consortium has been selected for the award.
While GVK – West Coast Marine Pvt Ltd and GVK EMRI are both subsidiaries of the same GVK Group, the award of the Marina project was an independent exercise and unconnected to the Indian ambulance service project.
State Minister of National Policies and Economic Affairs, Dr. Harsha de Silva, who was responsible for negotiating the Indian ambulance service, told the Business Times that attempts to link the Galle Marina project with the ambulance service provider was a despicable political ploy of opponents aimed at discrediting a very useful public service.

Two ‘made-in-Japan’ FPVs bolster Sri Lanka Coast Guard
Two new fast patrol vessels (FPV), custom-made in Japan for the Sri Lanka Coast Guard (SLCG) and equipped for, among other things, marine pollution control, will be commissioned on Wednesday
The 1.8bn yen (Rs 2.4bn) project was funded by a Japan International Coorporation Agency (JICA) grant. Both vessels underwent extensive sea trials during the last few weeks in preparation for the ceremonial commissioning and are expected to bolster the SLCG’s ‘white hulls’ fleet which recently also saw the addition of an Indian-built offshore patrol vessel (OPV).
The FPVs are the first purpose-built modern craft for the SLCG and bring with them new capabilities and technology to play several roles. They are 30 metres in length, have an endurance of 750 nautical miles and a displacement of 123 tons each. Both were built at the Sumidagawa Shipyard in Tokyo.
Powered by two German built MTU engines and a Hamilton water jet propulsion system, each FPV is capable of a top speed of 27 knots. The vessels are primarily designed for law enforcement missions while being equipped to perform a range of other roles, said SLCG Spokesman Capt Ravindra Tissera.
They are the first to come equipped for marine pollution control with a flotation boom and skimmer system that can contain and skim oil spills at sea. They can also spray chemical oil dispersants which break the oil up into small droplets, increasing the likelihood of it biodegrading. They each have a rigid hull inflatable boat and firefighting equipment that can project water in excess of 70m.
The vessels are capable of conducting patrols, search and rescue (SAR), humanitarian assistance and disaster response (HADR) and boarding operations at sea. The vessels will be have a crew of 15 personnel, including specialists trained in diving, pollution control and boarding operations, said Commander K M P Perera, Commanding Officer of FPV 502. Lieutenant Commander MACP Abeyawardena will be the Commander Officer of FPV 501. Both were trained in SAR, pollution control and oil spill management as well as boarding operations in Japan and the United States.
This week, the Japanese Minister of Defence was in Sri Lanka for the first time. Itsunori Onodera visited the Hambanthota and Trincomalee ports, promoting discussion on enhancing security cooperation between Japan and Sri Lanka with a focus on the sea. Japan has proactively assisted its international partners in the Indo- Pacific region through capacity building of coastguard agencies and other law enforcement organisations.

Excited to try out air logistics hub concept utilizing SL’s strategic location: US
The US is excited to try out the air logistics hub concept which utilizes Sri Lanka’s strategic location in the Indian Ocean to ensure the quick availability of relief supplies, equipment and other material when needed by the US and partner militaries and humanitarian organizations, an official of the US Embassy in Sri Lanka said today.
In a statement issued over the arrival of the USS Anchorage at Trincomalee Port, Robert Hilton, Chargé d'affaires ad interim of the US Embassy said thearrival of the ship and scheduled training will build shared capacity to respond to humanitarian emergencies in the Indo-Pacific region.
Amphibious transport dock USS Anchorage (LPD 23), with the embarked 13th Marine Expeditionary Unit (MEU) arrived in Trincomaleefor a scheduled port visit on Friday.
During the visit, Sailors and Marines will have opportunities to explore the local area and meet with their counterparts during exercises with the Sri Lankan Navy and Marines.
The US Embassy said the visit is also an opportunity for US Seventh Fleet to explore local logistics support services for visiting naval forces operating throughout the Indo-Pacific region.

USCGC ෂර්මන් නෞකාව ශ්රී ලංකාවට හිම්වේ

එක්සත් ජනපද වෙරළ ආරක්ෂක බලඇණිය විසින් ශ්රී ලංකා නාවික හමුදාවට කලින් USCGC ෂර්මන් නමින් හැඳින්වූ අධි දැරුම් ශක්තියක් සහිත නෞකාවක් භාරදී තිබේ.
ශ්රී ලංකා නාවික හමුදාපති වයිස් අද්මිරාල් සිරිමෙවන් රණසිංහ හා එක්සත් ජනපද වෙරළ ආරක්ෂක බලඇණියේ රියර් අද්මිරාල් හේකොක්ගේ ප්රධානත්වයෙන් පසුගියදා මෙම නෞකාව භාරදීමේ උත්සවය සිදුකර තිබේ.

Sri Lanka Navy ceremonially takes over United States Coast Guard Cutter ‘Sherman’ at Honolulu, Hawaii, USA
The Commander of the Navy Vice Admiral Sirimevan Ranasinghe officially took over the Ex-USCG “Sherman” into Sri Lanka Navy in a ceremony held at Honolulu, Hawaii, United States yesterday (27th August).
The USCGC “Sherman” is the second US Coast Guard Ship provided to SLN by the US government after a lapse of time where the initial vessel provided is presently serving as SLNS Samudura in the SL Naval fleet.
The USCGC Sherman is a 115m long ship equipped with state of art weapons and machinery. Once the ship is joined the SLN fleet, she will take the place as the largest platform to be held by the SLN. She will be utilized to patrol and surveillance missions in the deep seas around Sri Lanka providing the maritime security and assistance to search and rescue operations. She holds the record of confiscating the largest amount of Cocaine (17 tons) while she was serving in the USCG.
The ship was ceremonially decommissioned by Rear Admiral Haycock, Assistant Commandant Acquisition and Chief Acquisition Officer of USCG and she was took over by the Commander of the SL Navy, who handed over the command to Captain ArunaThennakoon, the designated Commanding Officer of the ship.
The ceremony was attended by Sri Lankan Consul in Hawaii Mr. Bede Cooray, RAdm Haycock-the Assistant Commandant Acquisition and Chief Acquisition Officer of USCG, RAdm Marc. H. Dalton-Director Maritime Operations for US Pacific fleet, Captain A.Williams- the former Commanding Officer of USCGC Sherman, Captain T. Rasmussen-Commanding Officer Base Honolulu, Mr.TodReinert- Deputy Chief Officer of International Acquisitions and Sri Lankan Expatriates in Hawaii.
In parallel to the ceremony, the Commander of the Navy held cordial discussions with the Captain T. Rasmussen, Base Commander US Coast Guard Honolulu and praised him for the enormous support given by the USCG base to the SLN ship’s crew.
The designated Sri Lankan Navy crew of the ship is scheduled to undergo training on the ship an estimated 40 days of sailing across the Pacific and Indian Ocean before they take her home by early April 2019.
