Costa may be still 50:50 with inline with the Neymer, it's even hard to say looking at this picture, may be just bit in front of him. but ball is clearly 2-3 feet in front of neymars' position.

you're right. neymar is behind the ball. But if you look at the TV camera view all 3 of them seemed in line.
So ref could have called it offside coz it happened so fast.
