There must be lots of practical reasons why the same is not banned in SL yet..?

There was a plan in 2015 to place a ban on asbestos use by the year 2018. This was later changed to 2024. But sadly so far nothing done.
Note that asbestos cement sheets are not 100% asbestos. Probably about 10% - 15% asbestos reinforced with cement. If the sheets are in good condition it's considered to be safe because the asbestos fibres are bound in the cement.
Also the dark skinned races are a bit less affected by mesothelioma for rather unknown genetic reasons, But they are not immune, only lesser incidence.
