I tried setting-up Adsense through YouTube and at some point, I had to fill in the URL of my website (where I have permission/ability to change HTML so I could place ads). Thanks though!

as i know, i think you need to create a adsense account first.
after approve of ad-sense, you can connect the YouTube easily (its good if you open the adsense and youtube on same email).
i don't have a experience on creating AS via YT.

I'm having trouble getting my Adsesnse account approved
I've tried several times before as well, I've created several accounts too.Any advice on getting approved?? Do I need to have an website to setup an Adsense account?

So don't try to submit multiple AdSense applications.
You don't need a website to setup an AdSense account via YouTube.
Just follow these steps to sign up for AdSense via YouTube.
01. Sign in to your YouTube account.
02. In the top right, select your account icon > Creator Studio.
03. In the left menu, select Channel > Status and features.
04. Under "Monetization," click Enable.
05. Follow the on-screen steps to accept the YouTube Partner Program Terms.
06. Go to the "How will I be paid?" section.
07. From the AdSense Association page, follow the "next" step to be directed to AdSense.
08. Select the option at the bottom of the page to choose the Google Account you want to use.
09. Enter the password for your Google Account.
10. Accept the Adsense association.
11. Provide your contact information and submit your AdSense application.
12. You'll be redirected back to YouTube and will see a message saying that your AdSense application has been received.
13. Adsense will update you by email once your AdSense account is approved and your AdSense ID will be updated on the AdSense Association page. (Note that it may take up to 48 hours for the association to be fully active.)
