Actually landing and filing in the flight plan as the en-route alternate are two different things.

BIA is not qualified as an A380 landing strip.

If an A380 were to make a landing at BIA they have to keep their outer most engines at idle power.. and there are many more restrictions. the only A380 capable airport for the indian ocean flight routes is Mattala.

Not a single A380 was allowed to fly in this region before mattala. that's a fact

the fact that A380s fly over our FIR is proof that mattala is making profits in terms of overflying revenue

I don't know from where are you getting these facts. If you have some valid source please post it so that we could also know

we charge a flat rate.. no matter how long you stay in the FIR it's the same amount

you don't seem to have any idea about air traffic control

All overflying flights are handled by area control center at Ratmalana.
Mattala tower is there to handle aircraft flying in and out of mattala. roughly an area of radius 50 miles, 15000ft and below. all flights to the north east of 50 miles control area is handled by Katunayake approach center. (Colombo Director) We operate two centers at mattala.. mattala tower and mattala approach.

Mattala landing strip gives legal allowance for A380s to fly direct from Australia to Middle east.
without a runway at mattala they cant over the indian ocean.
Because of the fact that mattala is there those A380s can take a shorter route over the ocean, overflying our FIR and they have to pay.
