Only Snapdragon 615 and 810 processors support hardware HEVC/H.265 decoding (i.e. HTC Desire 820 and Nexus 6). Otherwise you will have to depend on a software decoder like MX or VLC which will always be laggy depending on the processing power.

For a PC, only MPC-HC and VLC have native support for the new codec.. or you can use latest GOM, KMP or Pot player with LAV Filter. As far as i know there is no hardware decoder for HEVC yet.
