today a friend was telling that he was asked to pay a fine for not voting when he was in the UK. he somehow got it cancelled but it cost more than double on IDD calls to deal with that.

there are quite a few people either don't register to vote so they don't have to vote and there are some don't want to vote and just pay the fine.
