Best HSPA Package in Sri Lanka

I got a Dialog HSPA connection and I cant download rapidshare files from it.
I chatted with customer care and this what I got.....

Roshan : If you check your previous comments in the error message it says the client is already downloading
a file.
Kosala: i have no downloaded a file since got this dame dspa connection
Roshan : Just check with the 3rd party provider or reinstall the soft ware and try to download.

Roshan : We have not restricted any link or software to the HSPA.
Kosala: then my ip is used for downloding someone other than
me

me 202.69.200.5 IP akai ube real IP akai wens neda balapan. aki tiyana aula.
Dialog use karanawa kiyanne local network akaka static IP akak dagena ennawa wage. un SLT wage direct IP (dynamic) denne na. 1ka direct IP akakta tama api serama connect wenne. mama oka gana Dialog CC akata kata kala. mata Tecnical divition akata kata karanna kiuwa. atana enna aunnam aula dannawa. un kiuwa oka unge fault akak tama. okata solution akak tiyanawa aka tama testing kiyala. ubata Premium account 1k hoyagenna puluwaninam ath goda.
