This is about a victim of Ceylinco Insurance On The Spot Full Option

Location : Near Madala Junction (Pnadura - Ratnapura Road)
Vehicle : SG TQ 5518 (Motorbike)
Leased with : Seylan Merchant Bank PLC. – Ratnapura Branch
Time (6.30 p.m. - 6.35 p.m.)
On this day I had to meet with an accident due to a bad road conditions. I was riding my motorbike, from Ratnapura to Panadura. The other person who was involved in this incident was traveling in his Van. At the bend before Madala Junction, my bike slipped over to other vehicle. He had stopped his vehicle. But I was unable to control the bike (typical nature of two wheel vehicle.). So I was knocked on the Right side of that van, but I was able to control the bike and slowly get it out of the road. If I was unable to do that, that could be my last moment in my life (Because another lorry came behind me).
Both vehicles sustained damages. And my Right hand got a pain.
Time (6.45 p.m. – 6.50 p.m.)
The van was on Third Party Insured. And my bike is on Ceylinco Insurance on the Spot Full Option. So I call hotline number of Ceylinco On The Spot - 0112393939. ThenHelp Desk assistant answered me and told the site officers of Ratnapura were in some other places and site officer will be there within one hour form Horana. I was happy and told other person wait while till the officer comes around, I will claim for both damages and pay on his damages. Because I was the person, who slipped over the road and knocked at his vehicle.
We had been waiting till 7.45 p.m. and no one came. I took another call and ask from the Help desk assistant and he replied, “Our site officer is on the way and now he is at Ingiriya.” (Ingiriya is the town next to the Horana from 20 minutes far away and 20 minutes away from Madala Junction)
Time (7.45 p.m.)
At about 8.00 p.m. I took another call to the help desk, spending my credits from my mobile and ask for the phone number of the site visiting officer. The person call form helpdesk told that they had no rights to give those numbers. Then I asked him for the place the site officer was at. Help desk assistant ignored it, told he will be there soon.
Time (8.00 p.m.)
The Other person (who got involved in the accident) was a good gentleman he had waited and wasted plenty of his time for me, and finally he was out of his red line. So I have to paid him by my pocket (even I had Ceylinco Insurance on the Spot Full Option) a sum of Rs. 3000/- Cash for his damages.

I came to the Horana in the damaged bike, and repair my damages by spending my pocket money and reached the destination of my journey (Panadura). (That because I was living even after the accident)
Time (9.50 p.m.)
I took another call to the help desk (0112393939) and asked what your company has done to me. At that time another help desk assistant answer me and told, the site officer was there at 8.05 p.m. (I was there till 8.40 p.m.) by referring their log details. I understood it was a profession lie and asked about my claim. Then he asked the way to my boarding place and told “there will be another site officer coming for you”. I stayed up till mid night (12.00 am 03/11/2008) and no one came.
Today 03/11/2008 Morning I took a call again to the help desk of Ceylinco Insurance On The Spot and inquired about my accident. Then the officer answered for the help desk asks, “Was the other vehicle that met with your accident had insured with Ceylinco?” “It had insured with other company”, I told. Then the Help desk assistant waked up with his voice from stomach and said,
“You can’t claim for Third party at On The Spout if the third party was not insured with Ceylinco.”
But in the any documents we sign for the insurance plan of Ceylinco Insurance on The Spot Full Option that rule has not been declared.
“Every Bike Insured with Ceylinco gain excess payment of Rs.2000/- for the Ceylinco Insurance Company other than the annual payment maid by us. Even we insured for Full Option.”
That value should not paid by us. But when we claim for damages, they (Company of Ceylinco Insurance) deduct that excess value form the claimed value.
Is this fair?
