One of the major failures in Covid response was the West really didn't take it quite seriously in early 2020. When they awoke from their slumber with devastating consequences, the vaccine development was kick started and there was immediate funding available.

Sadly not a single drug company made an effort to design an anti-viral. Why? There wasn't enough money available for development. It wouldn't be much difficult to design a drug to inhibit the main protease and the lysosomal protease. Of course -money is the key.

A few days ago the Biden administration released a policy document.

To do so, the federal government will establish a comprehensive, integrated, and coordinated preclinical drug discovery and development program, with diverse clinical trials, to facilitate the rapid evaluation and development of therapeutics in response to COVID-19 and other future pandemic threats. As part of this program, the federal government will stand up a program to develop antivirals directed against the coronavirus family. By identifying targets (such as proteases and polymerases) that are common to all members of this virus family—which includes SARS, MERS, and SARS-CoV-2—broad-spectrum drug therapies can be developed and tested under a more expedited time frame."

A little bit too late for this response, but at least they seem to have realised the mistake. Hopefully funding gets allocated for drug development. The drug companies do not start these projects without a funding initiative.

It's Molnupiravir (MK-4482/EIDD-2801) could be a game-changer in a fight against the coronavirus. The drug is currently in advanced Phase 2 and 3 clinical trials against COVID-19 infection. This can stop the transmission of Covid-19 from an infected person in 24 hours.

It's a new experimental drug... On animals it's proven success. Oral drugs do have to be thoroughly tested. But with Covid it will go through the Emergency Use provisions. As with the vaccine you will need to protect the manufacturer against subsequent litigation.
