I think it will not happen even if it's 50 years.
because
- debt trap ( its impossible to pay all these with the crook political system)
- political slaves ( you cannot destroy the political slavery (aka bayyo) system, for the government job people would die to get it - an easy job with tons of benefits)
- all the politician's childrens are not in Srilanka they learning and living abroad ( coz politician knows Srilanka will not develop)
- the racist majority (whatever happens Sinhala people never like minorities , once said if you make suffer north east south will be happier)
- opportunity minority ( Norths never likes southern coz they suffered a lot so they sneaky works to gain their rights and they knows majority never likes harmony )
- deep religious stuff ( this will destroy the harmonies between the peoples and politicians use the religion card to gain powers coz even the badu karaya become monks they worship them)
- education system (whoever have money will learn even after school drops.
- ladies migrant workers ( government forcefully stopped entering srilanka people while covid times, the government need migrant workers to gain dollars they don't have any alternative options to earn dollars with exports.

( people who left the country - don't come back, you can have an awesome life in a migrated country and good for your kids future. )

Looks like you are too young to have heard this story. I had posted this earlier though. I forget the full details & the original narrative of the story, but the gist of it as follows.
Old JRJ was invited to a meeting with Lord Sakra.... in heaven - or wherever Lord Sakra resides....
After a friendly chat JRJ was given the chance to ask a few questions before his departure. JRJ asked a couple and Sakra gave the answers. Then came the chance for the final question and JRJ apparently asked;
"Will I be able to make SriLanka prosperous within my lifetime"
Immediately, Sakra started to cry ... After a while, JR questioned "Oh My Lord....What's wrong. Did I upset you by this question or is it that hard to answer?"
Sakra calmly replied saying that " No, I had to cry - only just because "
I cannot see that happening even within MY lifetime"
