It's true. & safe. paypal covers you. But it's violation of ebay policy. You can complain to ebay about this seller & he'll be punished..lol ebay doesn't like it because then they get nothing out of the deal.. they loose their commission.. what seller has agreed to reduce is what he has to pay to ebay when you do the deal through ebay.
