You start arming and training a local rebel group or groups in a country that is not “very obedient” with the help of your intelligence agencies and client states. If no such rebel group exists than it must be created.
Instead of operating in the vast countryside like the insurgent groups of the 60s and 70s, this rebel group will operate in Urban Areas or in close proximity to urban areas.


There will be casualties when the armed forces of the target country launch an operation to get rid of the insurgents operating in the urban areas. Casualties will take place because urban areas have a higher population density compared to rural areas. But the government of the target country doesn’t have a choice in this. If they did nothing than this will strengthen the position of the rebels who will overwhelm the government forces in the long run.


When the government launches an operation to clear the urban areas and civilian deaths take place than the media of the countries that are backing the rebels will go on a witch hunt. They’ll blame everything on the government, they’ll exaggerate the number of civilian deaths and they’ll come up with false reports of government troops committing atrocities. The media channels will than appeal to the governments of their own respective countries to do something about those evil government troops who are allegedly killing babies and raping women.


After the media witch hunt, the “international community” will make plans for a “humanitarian intervention”. They’ll bomb the government forces into oblivion and the bombing campaign would be indiscriminate which means that it will inevitably lead to civilian casualties and destruction of vital infrastructure.
