Sea water fishing
The best place in Sri Lanka - Hikkaduwa. I kid you not !
go there, rent a boat and tell the chap you want to fish. I caught a 6 Kilo Tuna last December ! !
Of you have an option, goto the pod divers and tell them you want to go spear fishing
. Beats the boring boat fishing rides. HELL of fun to do. But yes of cource, you have to be "used" to snorkling. (they give a training if you are not)
Fresh water fishing

seriously : if you are on holiday, try heading towards the Hydro power plant areas like Mahaweli / laxapana etc. and try fishing in those places :::EXCELLENT::: catch you have there.
Other good places for fresh water fishing:
Bolgoda (as someone said) , Kaluthara Kalu ganga and besides the "parliment" (yes they do let you fish ! )
Places to get Fishing gear
Titus stores and there are some shops in the first cross street pettah with excellent quality gear.
And the shops "ABOVE" the pettah fish market has some low prize stuff, but the quality is questionable
