There are two ways to use a normal telephone to make voice calls over internet :

    1. To buy a VoIP phone adapter that can be directly plugged in to a router, with this you don't need a PC at all (to configure the adapter you need a PC, but after that you don't).
    2. Get a USB to Phone adapter. This adapter will act as a sound card and converts your standard phone to a mic/headset. This option is cheaper and versatile, because you can use it with almost any VoIP service, Skype, MSN, Yahoo, Gtalk etc.. But you need the PC to be ON all the time to make/receive calls.

First method is convenient, but I don't know where to buy a VoIP adapter in SL. Well..., you can order one from eBay or somewhere else. But be very careful when ordering a VoIP adapter from overseas, because the customs officeres might not clear it since TRC (Telecommunications Regulatory Commission of Sri Lanka) is unofficially discouraging the use of VoIP in Sri Lanka. Therefore you might be asked to get a letter of approval from TRC to get it cleared from the customs.

I think second option will be easier, you might be able to find one of those at Unity Plaza (not sure though) or you can order from eBay.
