How to Connect GSM or PSTN with VOIP

I'm using VOIP to call my sis in India. My parents doesn't have internet connection in home.

If they call my mobile, will I be able to connect them to the VOIP call dat I initiated from computer? any hardware I should use???

bro u can use VOIP with EDGE or 3G but i don't think with GSM but u can use a service like skype ...
