No. Not all the i5s are Built with 4 physical cores. Even i7s have dual core versions.
i3,i5,i7 all the processors have dual core versions. so be careful to choose a processor which have 4 physical cores. Most of the laptop processors, even i7 are equipped with dual core processors but they are hyper-threaded and shows as 4 physical cores in the device manager. when you go to the device manager, if it shows 8 processors, then it can be sure indication of 4 physical cores. But should keep in mind, some i5 only have 4 physical cores and not hyper-threaded.
Best way is to search the processor name on the internet and to check with the intel website.
i just mention above in more generic way, without considering lot other aspects either Core M or U but whatever g6 or g7, i5 wins in this case.

7th gen means better power consumption and little bit more processing power. intel claims that there is around 12% raw performance improvement between these two generations

performance wise i3 7100u and i5 6200u is similar. both are laptop processors and dual-core versions. I3 has the advantage of low power consumption and relatively new hardware. i3 7100U has on board VGA capable of playing games up to 2013 in reasonable frame rate and resolutions.
If it's me I will go to I3 7100U. But if the i5 one has a separate high end Graphic card then consider that too.

Above link is comparison of both i5 6200U vs i7 7100U. see the bench marks. Even at the some benchmarks i3 7100U surpasses the i5 6200U. and the overall rank was given to favor in i3. So, in the real world I highly doubt that no one can see a significant performance deficiency on i3 7th gen over i5 6th gen. But i5 laptops are equipped with years old laptops now. so it's relatively high chance of getting a fraudulent product if you try to buy a old 6th generation i5.
My advice is to stick to the newest models available when you are getting a laptop/phones or any other electronic equipments.
BTW i3 7th generations has a newer version of intel hd 620 which is capable enough to play relatively new games compared to old i5 6200U, if that matters.
