iCloud lock - every apple device is automatically registered on apple service servers when they are activated for first time using a special serial number hard coded in to the equipment. even you restore an apple device using DFU or recovery methods it will ask for previous registered email and password as soon as it connected to internet.

Jailbrake - Software unlocking the iOS inside apple device. its not illegal but it will void the warranty. You can install pirated apps or anything through 3rd party app stores.

As far as i know there is no way to unlock the iPhone once its iCloud locked. Even you did by a jailbrake, u wont abel able to use internet on that device. as soon as its connected it will "talk" with apple servers and locks again.
