I need a legal opinion. please help me. this is the subject.

I have an very small Electric scooter bike. that can go only maximum up to 30kmph with full charge. when charge getting down speed only 20 kmph.

it doesn't have side mirror in built.
I'm usually not wearing helmet also I don't have driving license and can't apply due to medical unfit.

my problem is,

1. am I need to wear helmet leagally ?

2. am I register the bike ??

3. am I need riders driving license ??

thanks

I just have one question. Why do you even get on a bike if you are not medically fit ?

only vision little not enough.

this bike can easy the works rather than going on push bike.

rmv saying I'm a visually handicapped. but I have vision. also we should live.

But if you have poor vision how can you ride a bike ? Maybe you need to apply for a special licence. But how can you ride with poor eye sight ?

only right eye vision low. other eye very good.

there is no restrictions for push bike .

this bike also about 10 speed than push bike.

AFAIK it doesn't require registration or license.

But there's no excuse for not wearing a helmet. Why can't you simply buy a helmet and wear it??
when u don't wear it, it always gets noticed to police and you are just putting yourself in trouble.
wearing a helmet is not related to the speed u travel. even cycle riders in other countries wear different kind of helmets. what if a vehicle hits ur bike from back and u fall down? ur speed doesn't matter in this case!
