I have one with Linux machan, but there are some tools which I need to run which specifically require a Mac

Oh well... Good luck then. I have no idea about the prices of macs in the wonderland. It'll be expensive though.

To develop IOS apps requires Mac even if they are native or cross

I guess you can develop using Xcode on a MacOS virtual machine...
Live testing is a different issue.
