MK-ULRTA කියන්නේ රහසිගත, නීති විරෝධී CIA මානව පර්යේෂණ වැඩසටහනක්, මේක ක්රියාත්මක වෙන්නේ Office of Scientific Intelligence කියන ආයතනය මගින්. මේ වැඩසටහන ආරම්බ වෙලා තියෙන්නේ 1950 දශකයේ, එතෙක් පටන් 1960 දශකය අවසානය දක්වාම මේක ක්රියාත්මක වෙලා තියනව. මේ ව්යාපෘතියේ පරීක්ෂණයට ඇමරිකාවේ වගේම කැනඩාවේ පුද්ගලයන් යොදා ගෙන තියනවා.
මේ ව්යාපෘතිය ගැන එලි වෙලා තියන තොරතුරු අනුව මේ ව්යාපෘතියෙන් කෙරිලා තියෙන්නේ පුද්ගල මානසික තත්වය වෙනස් කරන්න/පාලනය කරන්න ක්රමවේද හොයන එක, පුද්ගලයන්ගේ විවිධ දුශ්චරිත ලක්ෂණ වලට මුල්වෙන මොළයේ ක්රියාකාරීත්වය වෙනස් කිරීම වගේ දේවල්.
දෙවන ලෝක යුධ සමයේ නාසීන් විසින් යොදා ගත්ත ක්රියා පටිපාටින් ඇමරිකාවට අනුවර්තනය කර ගැනීමක් ලෙස මෙම වැඩසටහන හැදින්වෙනවා. ඇත්තෙන්ම මේ එක ව්යාපෘතියක් නෙමෙයි, ව්යාපෘති සැහෙන ප්රමාණයක එකතුවක්. මේ වැඩසටහන සඳහා සැහෙන ප්රමාණයක අයවැයක් බැර වෙලා තියනවා.
මේ තියෙන්නේ හෙළිවුණු පරමාර්ථයන් කිහිපයක්,

2. Substances which increase the efficiency of mentation and perception.
3. Materials which will prevent or counteract the intoxicating effect of alcohol.
4. Materials which will promote the intoxicating effect of alcohol.
5. Materials which will produce the signs and symptoms of recognized diseases in a reversible way so that they may be used for malingering, etc.
6. Materials which will render the induction of hypnosis easier or otherwise enhance its usefulness.
7. Substances which will enhance the ability of individuals to withstand privation, torture and coercion during interrogation and so-called "brain-washing".
