If u have winxp try this

open my computer->select tools from file menu and select folder options....->select view tab from folder options dialog. scroll down to the last option call simple file sharing(recomended) and disable this option. press ok and exit

open the file explorer and select the folder u want to lock and right click to goto folder properties, then u will see the security tab to obtain the ownership of the folder or give permision to other users.
