need help to get my paypal money (Italy paypal account)

i have a paypal account created using details of Italy, but couldnt verify the account since i am in sri lanka, and does not have credit card or Italy bank account, now i have money in the paypal account but when i try to transfer money to another account, paypal ask me to give card details for verification, and i cant use bank account to verify paypal account since i am in sri lanka and i dont have bank account in Italy, pls some one help me to verify my paypal account and get money, i would like to pay some money if you help me to get this. this is urgent. thanx
