Need help (Windows Installer )

Guys on my laptop win 7 home premum i get fallowing problem when i try to install software like skype
""the windows installer service could not be accessed. this can accour if the windows installer is not correctly installed contact ur support perssonel assistance ""
what should i do i don't want to reinstall as my laptop on warranty period , is there a easy way to fix this ???
