KDA established in 1981 by Act no 68 was not a Uni at that time. It became a Uni in 1988 by Amendment Act No 27 but in the same Act Sec 24 A excluded KDA from University Act No 16 of 1978.
So from 1988 , though KDA was a University it was not subjected to University Act 1978(UGC is established under University Act). So it is clear that from 1988 is a special 'University' in Sri Lanka by law and it was not subject to other regulations made by UGC under University Act.
Did anything bad happened to our Uni system from KDA since 1988. Answer is No as thousands including me had education since 1988 without any problem.
It was a military university and it remained so and their students were paid so they were under strict code of conduct. Eg dress code, marriage, etc
After completing first degree I did some studies and for these lot of military personnel and police officers were enronled and they were all paid courses. Some were very senior Brigadiers. (Even our president did a computer pg diploma in computer in a University while being a military officer)
So, if military personnel can be enrolled for any post graduate or any other course offered to public , in our university system for money , why cant civilians also being offered courses in KDA. After all KDA is also funded by Taxpayer's money. This is in no way affecting free education.
Already there are lot of higher education institutes that offer courses only for money eg NSBM,NIBM, SLIT . And all national universities offer post graduate qualifications up to Phds, diploma . pg diplomas and certificate courses for money for all (whether Military or Civilian) . So why not KDU offer any course for civilains for money ?
