Just Pay transactions - No charges (This is what I experienced)

Yh, that's why I am looking for a single app ruling role, so I can use it and pay annually for that app only.

Samurdi bank might be your only option. So they don't have online banking to charge you for that. And also they don't have credit cards so they can't charge you for that either. But about the no fee app you want is it even exists?
