Can someone tell me weather i can use a Paypal account without a Credit Card or a bank account and spend the money i have earned in Steam or some where ??

Is it Legal ?

Yes you can, It is legit but there is a limit of the amount you can spend but some sellers will accept money only from verified PP accounts.

some people say that i can't do it with a sri lankan account but can do it with a malaysian account.
please some one give me instructions

Yes that's true, because Sri Lankan Paypals are not allowed to receive money. So that create a paypal with a country like Malaysia.
